He said he had come by bicycle (which couldn&#8217;t be seen). He was a white male, about 45, thin, blond, short hair, wearing a tee shirt, jeans and baseball cap. When told to leave immediately, he did. 			<content:encoded><![CDATA[<p>On Saturday, May 5, the TRA honored Margaret Alexander at the Neighborhood Nosh for her spearheading of the development of trails throughout the Tano Road area.</p>
<p>Margaret and her husband David have lived in our neighborhood for 26 years.  Margaret always loved walking and wanted to help develop trails for people to hike and enjoy this beautiful country.  Today, she is a Board member of the Santa Fe Trails Association and the Santa Fe Conservation Trust, and works closely with the Santa Fe Torture Trail event, the largest bike event in New Mexico.</p>
<p>Margaret continues to travel this land, running six miles three times a week and walking her dogs on the “off” days.</p>
<p>Thank you, Margaret, for all you have done for our community.</p>

			<content:encoded><![CDATA[<p>Update from our County Commissioner, Virginia Vigil:<br />
County Road 62 Closure to begin Monday April 23</p>
<p>The New Mexico Department of Transportation  (NMDOT) in early April began construction of a new connector interchange project  located at NM 599 and County Road (CR) 62 in Santa Fe County.<span id="more-1185"></span></p>
<p>Starting Monday April 23 – December 2012 &#8211; The cross roads  between the frontage roads to NM 599 and County Road 62 will be closed.  The  east and west frontage roads on NM 599 will remain open.  Travelers can use  County Road (CR) 70 as an alternate route to cross NM 599. CR 70 is 2.3 miles  north of CR 62.</p>
<p>There will be lane closures on the northbound and southbound  lanes of NM 599 between mile post 6 and mile post 7.</p>
<p>Travelers can expect minor delays between the hours 7:00 a.m.  and 5:30 p.m. Monday through Friday.  There will be a reduced speed to 45 mph in  the work zone.</p>
<p>During this phase construction, the contractor will begin  building the new on/off ramps.  Once the ramps have been completed NM 599  traffic will be detoured onto the newly built ramps.</p>
<p>Drivers are asked to watch for construction personnel working  the area, observe temporary construction signing, and reduce speed to the posted  speed limits.</p>
<p>NMDOT has worked closely with the public, Santa Fe County and  the city of Santa Fe on the project design and planned detour.  The new  interchange will improve safety for the traveling public by providing an access  controlled interchange.</p>

All five Commissioners were present.</p>
<p> The BCC approved the minutes from the March 13, 2012 meeting.</p>
<p> <strong>Presentations</strong></p>
<ul>
<li>An update was provided on the Santa Fe County Fair Board and current efforts for increased participation.  The County Fair will be held from August 2 &#8211; 5, 2012. </li>
</ul>
<p> <strong>Consent Calendar Items Discussed</strong></p>
<ul>
<li>Deputy County Manager, Penny Ellis-Green provided a quarterly report on the Ethic Board. </li>
<li>A Change Order No. 1 to the contract between Santa Fe County and Meridian Contracting Inc. for the construction of the Santa Fe Rail Trail segment 1 to construct an At-Grade railroad pedestrian crossing in the amount of $75,025 exclusive of gross receipts tax was approved 4-1 (Commissioner Anaya voted against).</li>
</ul>
<p> <strong>Staff &amp; Elected Officials Items</strong></p>
<p> <strong>Community Services Department</strong></p>
<ul>
<li>An overview of the Santa Fe County Senior Services Program and future projects was provided to the BCC. </li>
<li>Staff provided an update on the refurbishing of public housing units for home sales.  The item will be acted on at the next Housing Authority meeting.</li>
</ul>
<p> <strong>Public Works Department</strong></p>
<ul>
<li>A Resolution to establish a Solid Waste Task Force for the purpose of developing and submitting alternatives to the BCC for revising the Solid Waste Management Policy to improve solid waste disposal services for residents passed by majority 3-2 vote (Commissioners Anaya and Mayfield voted against).</li>
<li>A Resolution authorizing amendments to the Aamodt Settlement Agreement, authorizing execution of a cost sharing agreement and a cooperative agreement, and directing staff to prepare plans and analysis of the design of the County water system that will serve the Pojoaque Basin and in order to inform residents of the availability and cost of water utility service to be provided as part of the water rights settlement of the Pueblos Of Nambe, Pojoaque, San Ildefonso and Nambe in the case of New Mexico Ex Rel. State Engineer V. Aamodt was approved 4-1 (Commissioner Anaya voted against).</li>
</ul>
<p> <strong>Matters from the Commission</strong></p>
<ul>
<li>A Resolution to celebrate April 2012 as National County Month with the theme “Healthy Counties, Healthy Families” was approved 5-0.</li>
<li>A Resolution incorporating the Canoncito of Apache Canyon Mutual Domestic Water Association’s service area into the Santa Fe County Water and Wastewater Utility Service area was approved 5-0.</li>
<li>A Resolution directing staff to create a standardized and coordinated process between Growth Management, Legal, County Fire and the Public Works Departments for a set of conditions for permit applications submitted by the public did not pass 2-3 (Commissioner Vigil, Stefanics and Holian voted against).</li>
<li>A Resolution was approved 3-2 (Commissioner Holian and Vigil voted against) allowing the public to provide Public Comment on proposed Resolutions. </li>
</ul>
<p> <strong>Commissioner Issues and Comments</strong></p>
<ul>
<li>Fred Springer was recognized by the Commission for the Railway and Locomotive Historical Society’s 2011 Senior Achievement Award.</li>
<li>Nancy Barlit and Dr. Gail Okawa were recognized by the BCC for raising public awareness of the Santa Fe internment camp experience In New Mexico.</li>
</ul>
<p> <strong>Public Hearing</strong></p>
<ul>
<li>An Ordinance was approved 5-0 establishing a five percent Santa Fe County procurement preference; requiring a Santa Fe County preference certificate to establish eligibility for the preference; establishing application requirements; providing for protest of denial of certificates; establishing penalties.</li>
<li>An Ordinance was approved 4-0 (Commissioner Vigil was not present for this action) that repeals Ordinance 2010-8; reenacting portions of Ordinance 2010-8 and making appropriate amendments; reforming the County’s procurement practices with respect to road and building construction projects to ensure public trust is maintained, projects are properly designed and constructed and completed within budget, ensures that the public trust is maintained through reform to the County’s procurement practices with respect to roads and building construction.</li>
<li>A Resolution rescinding Resolution 2009-102 and amending Resolution 2009-91 to clarify matters concerning the County’s procurement practices passed 4-0.</li>
</ul>
<p> <strong>Growth Management Department</strong></p>
<p><span style="text-decoration: underline;">CDRC CASE # V 12-5020 Helen Armijo Variance</span> was approved 5-0 with conditions.</p>
<p> All approved Ordinances and Resolutions are available on the County website at <a href="http://www.santafecounty.org/ordinances_and_resolutions">www.santafecounty.org/ordinances_and_resolutions</a> once they are recorded. <p><strong>N.M. 599 and County Road Connector Interchange Project Began the Week of April 2 and is expected to be completed in July 2013.</strong><strong>    </strong></p>
<p> The $6.5 million project will consist of a new diamond interchange, including new on/off ramps, cross road, roundabouts, curb and gutter, roadway lighting, landscaping, and other miscellaneous construction.</p>
<p> During the project the cross roads between the frontage roads to N.M. 599 and Count Road 62 will be closed to through traffic.  The contractor will begin building the new on/off ramps.  Once the ramps have been completed N.M. 599 traffic will be detoured onto the newly built ramps. The east and west frontage roads will remain open.</p>
