Board Meeting Minutes (Pending Board Approval), 25 February 2009, Santa Fe, New Mexico
BOARD MEMBERS

PROCEEDINGS
--- The meeting was called to order at 3:35 PM by President Sylvia DuLaney.
--- Sylvia thanked Board members for a number of accomplishments since the meeting in November.
Jim published another great issue of the Roadrunner; Frank organized a well-attended CPR class;
Howard conducted a successful membership drive; Barb brought out the "GREEN" in Waste
Management Inc. and a recycling pick up will be available to the Tano Road area starting in April; Ellen
and Chrys prepared and submitted a TRA Position Statement for the proposed NWQ Phase I
development.
--- A MOTION was made by Howard, seconded by Frank and passed unanimously to accept the 2
September 2008 TRA Board meeting minutes.
--- A MOTION was made by Frank, seconded by Barb and passed unanimously to accept the 13
November 2008 TRA Board meeting minutes.
TREASURY REPORT by Doris Longhurst
--- A MOTION was made by Chrys, seconded by Ellen to make a $1,000 donation to the Santa Fe Basin
Water Association (SFBWA). Jim will confirm TRA representation on the SFBWA board and then the
donation will be made. The MOTION was passed unanimously.
COMMITTEE REPORTS
Public Safety by Frank Pytko
--- There were nine attendees at the TRA-sponsored CPR class in January. This important instruction
may be offered again this summer to TRA members and friends.
--- The annual Security Patrol party will be held on Saturday, 9 May, at the home of Winkie and Bernie
Van der Hoeven. Everyone is invited and it is hoped that the gathering will generate enthusiasm and
new recruits for the patrol.
Membership by Howard Gershon
--- There are about 175 TRA household memberships out of the estimated 400 homes in our
neighborhood. Of the several methods used in this year's membership drive, the most effective was the
personal appeal letter from Sylvia, which drew a 61% response. A TRA-addressed stamped return
envelope also makes it easy for members to send in their annual dues.
--- An expanded Membership Development Committee has been organized.
Members attending the first committee meeting were Karen Freeman, Rich Higgins, Barbara Klein, Pam
Preston, Frank Pytko and Howard Gershon.
The committee is looking at ways to expand TRA membership and develop a clear "value proposition"
for TRA. The committee is also dedicated to engaging the current membership by offering a variety of
activities that would appeal to various segments of the membership. Suggestions include:
--- Continuation of the Spring and Fall trash bash activities.
--- A guest speaker at the Annual Meeting.
--- A"Water Forum" to provide detailed information about the water issues that face TRA area
residents.
--- A TRA Community Day festival with food and activities for families and all age groups.
--- A series of special interest events such as cooking or gardening classes.
--- TRA dogs and their people attending the Animal Shelter's Barkin' Ball as a neighborhood pack!
--- The Spring Trash Bash will be held on Saturday, 16 May. The potluck dinner will take place at Barbara
Klein's home.

Traffic/Development by Ellen Collins
--- The proposed NWQ Phase I master plan is scheduled for presentation and vote at the Thursday, 2
April, Planning Commission meeting. TRA has arranged with the City's Planning Director to have one
designated representative speak on behalf of TRA residents.
County Commissioner Virginia Vigil will also be speaking for her City and County constituents in District
2. All interested Tano Road residents are welcome to attend.

Water by Chrys Fisher
--- There are three on-going water issues for TRA to monitor and act upon:
1. The City monitoring well process.
2. The County Water Rights Transfer Applications protest.
3. The City's re-application for pumping of the Northwest Well located on Camino de los Montoyas.
--- SFBWA and attorney Paul Schmidt, a La Tierra resident, are spearheading the monitoring well
process, with assistance from water lawyers Humphrey & Ode, and input from the TRA water
committee. The City's first required measurement report of the Buckman wells is now posted on the
City's website.
--- SFBWA is the "umbrella" leader for the County-wide coalition of protestants to the County Water
Rights Transfer applications.
--- The TRA water committee met with our water lawyers, Mary Humphrey and Connie Ode, on 24
February. Humphrey and Ode updated us on SFBWA's progress with the City monitoring well and the
County applications.
There was also discussion of the upcoming Northwest Well negotiations with the City which will take
place in 2010 and 2011.
The Northwest Well is 2,000 feet deep and capable of pumping 4,500 acre feet of water per year. The
current pumping permit allows 900 acre feet per year. A New Mexico Tech consultant has identified a
"cone of depression" created in the aquifer when the NWWell is pumping which extends in an elliptical
shape from Tesuque in the north, all the way south to Madrid. This City well significantly impacts the
aquifer and residential wells in a large area of Santa Fe County.

Road Advisory by Barb Jeffe
--- Because of the State's budget shortfall, the usual funds available to improve County roads are not
available this year. However, the County will attempt to address routine maintenance issues as usual,
such as pothole repair, drainage problems, etc.
Communications by Jim DuLaney
--- Jim read a letter from David Miller on behalf of Thornburg Companies stating their strong interest in
traffic safety for our growing area.
--- A "Tanopedia" is being developed for TRA which will serve as a repository for current, continuing and
historic information for the association.
--- The existing blog is now in date sequence and allows threading
Old Business by Ellen Collins
--- The $100 donation from TRA to the SFNN was made in December, 2008.
The SFNN continues to be supportive of TRA's efforts relating to nearby development issues.
New Business by Barb Jeffe
--- A list of 50 names of TRA residents interested in recycling service has been submitted to Waste
Management Inc. The service is expected to begin the first week in April. Monthly fees will be $5 for
roadside pickup, and $9 for driveback pickup. Recycling pick up is scheduled for Thursdays, the same
day as regular garbage pickup, but every OTHER week. WM Inc. will deliver a recycling container on
wheels to those who subscribe to the service. See www.tanoroad.org for details about recyclables.
Sylvia DuLaney thanked the Board for the many contributions over the past several months, and
announced that the next TRA board meeting will be in May. TRA Vice President Chrys Fisher will be in
charge in Sylvia's absence.
